While for some characters, flight is an outgrowth of another power, for others it might be the sole power. If your character can fly, you need to consider a number of factors.

How far can your character fly?

What are the maximum and minimum airspeeds of your character's flight?

Can your character hover?

What is the maximum height your character can attain?

How much weight can your character carry?

How many people can your character carry?

What is your character's means of flight?

How long can your character remain airborne?

How much does flying tire your character?

If flight is an outgrowth of another power, it must be a logical use of that power.
